With an emphasis on harmonization, many countries around the world have opted for “equivalent-conformance” to ECE or FMVSS safety standards. In many countries, a special stipulation has been added to their own safety regulations stating that test results from these universally-accepted safety standards are sufficient for certification in their country. Any additional regulations (emissions, for example) required by many of these countries tend to be region or environmental-related. When a vehicle is being designed, especially for those targeted for emerging markets, the test plan that is typically developed is required to harmonize for export worldwide. This “reaching globally” philosophy emphasizes the critical need for a wide range of experience with virtually every automotive regulation. For most global vehicles, OEMs generally have a mixed test plan including some FMVSS and ECE standards. MGA’s expertise in conducting safety and reliability tests for the North American (FMVSS and CMVSS), European (EEC and ECE), Australian (ADR), and Asian (TRIAS, GB) markets is unparalleled. This allows MGA's engineers to clearly discuss specific aspects between these various safety regulations. Consumer Oriented Safety Issues Government-sponsored consumer-oriented programs like NCAP, SINCAP, and Euro NCAP, as well as independent groups such as IIHS and IIWPG, specify test protocols for evaluating vehicles for consumer-related reasons. The information gathered in these types of research programs are used to inform consumers in various ways such as the five-star crash rating visible on window stickers and in TV commercials. Other examples include child dummy injury values collected in crashes, head restraint ratings, and rollover tendency. Similar to today’s safety standards, MGA's engineers have extensive knowledge and expertise with these test protocols as well. Eventually, and most pragmatically for vehicle manufacturers, all vehicles will adhere to the Global Technical Regulation (GTR) set of standards, which creates one globally-accepted regulation for specific tests and components.
